I would say overall I enjoyed the course. Owen is pretty knowledgeable in the area and well-organized the class material. Some of the readings could be a little bit dry, but as long as you skim over them it should not be so hard to comprehend the basic concept and argument each author stated. The course consists of three 400-word short essay, an inclass debate, and a final 4000 word paper. Owen could be somewhat a harsh grader but try to visit his office hour more and it would be really helpful. He is also super nice and easy to talk to. I would recommend this class to politics majors who are thinking about 4000-level courses, but do be prepared.
